Does Home Insurance Cover Water Damage in Ontario?

A clear, homeowner-friendly guide to what Ontario home insurance covers when water damages your home — what is included, what needs an endorsement, what is excluded, and how the claim works.
It is one of the most stressful questions a homeowner can ask while standing in a flooded basement: will my insurance actually pay for this? The short answer in Ontario is usually yes — for water damage that is sudden and accidental — but there are important exceptions worth understanding before you ever need to file a claim.
The general rule in Ontario
Standard Ontario home insurance policies are built to cover water damage that is sudden, accidental and unexpected. A pipe that bursts overnight, a dishwasher hose that lets go, or a supply line that fails without warning are exactly the kinds of events most policies are designed for. What insurers push back on is damage that is gradual, preventable or the result of neglect — a slow leak you knew about, or maintenance you deferred. The cause of the water, not just the water itself, decides whether you are covered.
Water damage that is usually covered
On a typical Ontario policy, these causes are generally covered as standard perils:
- Burst and frozen pipes — one of the most commonly covered perils. See our burst pipe repair service for how these emergencies are handled.
- Appliance and fixture failures — a failed washing-machine hose, dishwasher, water heater or refrigerator line.
- Accidental overflow — an overflowing tub, sink or toilet (clean-water overflow, not sewage).
- Escape of water from indoor plumbing, heating or cooling systems.
- Water used to fight a fire — firefighting almost always causes significant water damage, and it is covered alongside the fire loss.
Coverage that needs a separate endorsement
Two of the most common causes of basement flooding in the GTA are not included by default. They are inexpensive add-ons (endorsements or riders) that most Ontario insurers offer, and they are well worth having:
- Sewer backup — when the municipal sewer surcharges and backs up into your basement. This is a Category 3 biohazard we handle as a sewer backup cleanup job. The endorsement typically costs roughly $50–$150 per year and is essential in older neighbourhoods.
- Overland flooding — surface water from heavy rain or rapid snowmelt entering the home at ground level. This coverage has only been available in Canada since 2015 and must be added deliberately.
- Ground water / seepage — some insurers offer limited coverage for water entering through the foundation, but many exclude it entirely, so check your wording.
What is usually NOT covered
- Gradual or long-term leaks — damage that built up slowly over weeks or months.
- Known and unrepaired issues — a leak you were aware of and did not address.
- Poor maintenance and neglect — failing to replace an aging water heater, for example.
- Sump pump failure — often excluded unless you carry a specific sump-pump/water-backup endorsement.
- Overland flood or sewer backup without the endorsement — the single most common reason GTA basement-flood claims are denied.

What about the deductible?
When a loss is covered, you are still responsible for your deductible — typically $500 to $2,500 depending on your policy. The insurer pays the rest of the covered repair and restoration cost. If the estimated damage is close to or below your deductible, it may not be worth claiming; if it is well above, a claim usually makes sense. We break this decision down in detail in our comparison guide, Insurance Claim vs Out-of-Pocket in Ontario.
How a water damage claim works
- Stop the source and stay safe — shut off the water and, if needed, the power to wet areas.
- Document everything — photograph and video the damage before you move or remove anything.
- Notify your insurer promptly — most Ontario policies require notice within 24–48 hours and mitigation to begin immediately.
- Call a certified restoration company — fast professional mitigation is usually a policy requirement, not optional.
- Let the professionals document the scope — moisture mapping and detailed reporting protect the value of your claim.
This is where working with an IICRC-certified firm pays off. Pro Max Restoration documents every loss with photos and moisture readings, communicates directly with your adjuster, and bills all major Canadian insurers directly — so you are not paying thousands out of pocket and waiting to be reimbursed.
How to strengthen your coverage before you need it
- Add the sewer-backup and overland-flood endorsements — they are inexpensive and cover the most common GTA flood scenarios.
- Install a backwater valve and sump pump with battery backup; some insurers offer discounts, and the City of Toronto offers a subsidy.
- Replace aging water heaters and supply hoses before they fail, so a claim is never denied for neglect.
- Review your policy wording annually and confirm your deductible still makes sense.
