Not all water damage is created equal, and the first question a restoration technician asks is never just “how much water?” — it is “what kind of water?” The IICRC S-500 standard splits water intrusions into three categories based on contamination level, and that classification drives everything from what equipment we bring to what materials can be saved. Here is what Category 1, 2, and 3 water actually mean, how they differ from the separate Classes of water damage, and why the distinction affects both your safety and your insurance claim.
The IICRC S-500 Standard: Why Category Comes First
The IICRC (Institute of Inspection, Cleaning and Restoration Certification) publishes the S-500 Standard for Professional Water Damage Restoration, which is the industry reference every credentialed restoration company works from. Category is a contamination rating, not a size or severity rating. A small Category 3 loss can require far more protective equipment, containment, and material removal than a much larger Category 1 loss. Getting the category right at the start determines the personal protective equipment (PPE) our crew wears, whether we set up containment barriers, which materials can be dried in place versus removed and disposed of, and what clearance testing is needed before rebuild work can start. Misjudging category is one of the fastest ways a restoration job goes wrong — either by under-protecting workers and occupants, or by needlessly gutting materials that could have been saved.
Category 1: Clean Water
Category 1 water originates from a sanitary source and poses little to no health risk on contact. Common sources include a broken supply line or burst pipe, an overflowing tub or sink with no contaminants in the water, melting ice or snow, and rainwater entering through a window or roof leak before it has touched building materials or soil.
Because the water itself is not contaminated, most structural materials — drywall, subfloor, framing, and many types of flooring — can typically be dried in place rather than removed, provided the response happens quickly. Category 2: Grey Water
Category 2, or “grey water,” contains a significant degree of contamination and can cause discomfort or illness if you are exposed to it. Typical sources include discharge from a dishwasher or washing machine, a toilet overflow that contains urine but no faeces, a failed sump pump, and an aquarium leak.
Because grey water carries chemical or biological contaminants, more materials come out rather than being dried in place. Carpet padding is almost always removed, along with any insulation or drywall that has wicked contaminated water upward. Technicians wear gloves and eye protection at minimum, and surfaces that remain are cleaned and treated with an antimicrobial before drying begins. Category 3: Black Water
Category 3, or “black water,” is grossly contaminated and can contain pathogens, chemicals, and other agents that cause severe illness. Sources include raw sewage, a sewer backup, rising river or storm floodwater that has picked up contaminants from soil and outdoor debris, and — critically — any standing water of any original category that has been left sitting for roughly 48 to 72 hours or longer.
Category 3 losses call for full containment: poly sheeting barriers, negative air machines to prevent cross-contamination into unaffected areas, and complete PPE including Tyvek suits, respirators, nitrile gloves, and rubber boots. Porous materials that have contacted black water — carpet, carpet pad, drywall up to the affected height, insulation, and sometimes subfloor — are generally removed and disposed of rather than dried, because porous materials cannot be reliably disinfected. The Critical Point: Every Category Degrades Over Time
The single most important thing to understand about these categories is that they are not fixed at the moment water enters your home. Category 1 clean water left sitting for roughly 24 to 48 hours can begin supporting bacterial growth and effectively becomes Category 2. Category 2 water left another 48 to 72 hours can degrade further into Category 3. This is why “it’s just clean water, it can wait until Monday” is one of the costliest assumptions a homeowner can make — the source matters less than how quickly the water is addressed.
Classes of Water Damage: A Separate Measurement
Category and Class are often confused, but they measure different things. Category describes contamination; Class describes how much water the affected materials have absorbed and how long they will take to dry, on a scale of 1 through 4:
- Class 1 — the least absorption, affecting only part of a room with materials of low permeance, such as concrete or plywood. Fastest to dry.
- Class 2 — affects an entire room, with water wicking up walls and into carpet and cushion. Requires more evaporation and airflow.
- Class 3 — the fastest rate of evaporation, typically from water coming from overhead, saturating walls, ceilings, insulation, and carpet throughout the space.
- Class 4 — specialty drying situations involving materials with very low permeance that have become deeply saturated, such as hardwood, plaster, brick, or concrete, requiring extended drying times and specialized equipment.
A loss can be, for example, Category 3 and Class 4 at the same time — grossly contaminated water that has also deeply saturated dense materials. That combination represents the most involved and costly type of restoration project.

Category has a direct bearing on both scope of work and insurance outcomes.
